issue was with a cart session with over 2million choice option promos added to it. We were able to delete the cart session and then come back and delete the actual cart from the database.
Additional code was written to put a safeguard for future impacts like this.

The issue has been identified, and a temporary fix has been implemented to prevent further problems until a permanent solution is ready. The development team is actively working on the permanent fix, and we will send a final update once it is deployed in production.
