We've now resolved the incident. The payments are all back up. Thanks for your patience.
Summary:
GCC cannot connect to THD. This is preventing the THD payment system from working for the last 15 minutes. This affects all sites using THD payment system. We have turned on Offline payments for all sites and left PayPal on.

We are working to get the connection back to THD working.
